On May 9, 2025, Brazil’s Ministry of Development, Industry, Trade and Services (MDIC) published Ordinance GM/MDIC No. 110 in the Diário Oficial (Brazilian government gazette), updating the fee schedule for services provided by the National Institute of Industrial Property (INPI).
The new schedule will come into force on August 7, 2025, with a few exceptions for services that still require operational adjustments. It also includes a reorganization of services, the elimination of outdated items, and expanded discounts and exemptions for specific groups.
This is the first across-the-board fee increase since 2012 and affects a wide range of services related to trademarks, patents, industrial designs, geographical indications, and contracts. According to INPI, the average increase is 24.1%, which remains below Brazil’s accumulated inflation of over 100% since the last adjustment.

INPI’s rationale: modernization and inclusion
INPI explained the fee adjustment as part of a broader institutional modernization effort. The objective is to enhance service capacity, reduce examination times, and consolidate operational and technological improvements that have already been implemented. Additionally, the new pricing policy aims to promote greater social inclusion through expanded discounts and exemptions.
The new fee schedule will continue to offer up to 60% discounts for microenterprises, sole proprietors (MEIs), small businesses, non-profit organizations, scientific and technological institutions, and innovative small companies. For the first time, full exemptions will be available for certain services when requested by people with disabilities and low-income individuals registered in the government’s social program (CadÚnico), subject to specific regulations.
